§ 90. Mr. Lowasked the Secretary of State for Foreign Affairs in what countries other than Austria and Germany officials paid by him are deprived of part of their pay at the end of the first month of their service in order that a fixed deposit may be held by him against possible over-issues or over-drawings overseas.
