§ Mr. ShinwellNew scales are being negotiated with the appropriate staff association. I hope it will be possible to reach agreement before long. Until the negotiations are complete it is not possible to give the information asked for. Arrangements have, however, already been announced for making some advance payments on account of arrears of pay which will eventually become due.
