§ Mr. ShinwellI was not aware of any special instruction relating to this camp. It has, however, been a common practice to instruct soldiers that they should not arrange for mail to be addressed to them at transit camps. A great number of officers and men pass through such camps, staying as a general rule only for a few days. To undertake the correct readdressing of mail to them would require staff which cannot be afforded. The permanent staff of transit camps are of course allowed to have their mail addressed to them at the camps.
