asked the Minister of Transport why workmen's railway and tube tickets are confined to artisans, mechanics and labourers and are not available to those clerical workers who are in the same income group.

Workmen's tickets were originally intended only for - artisans, mechanics and labourers but the qualification is not usually enforced during the early morning hours. It is an essential feature of any workable arrangement for issue outside those hours. I may add that I re-examined this question with great care before my recent announcement of workmen's ticket arrangements in connection with the re-arrangement of hours of work in industry.
