asked the Minister of Health whether he is aware that the Ministry has suggested a model standing order to district councils to the effect that if any question arises at a meeting of the council as to the appointment, promotion, dismissal, salary or conditions of service, or which involves the conduct of any persons employed by the council, it shall be considered by the council in committee; and what action he proposes to take.

Yes. This model standing order has found a place in the model series since it was first issued in 1934, but the hon. Member has omitted the last five words of the model standing order which run "unless the Council otherwise resolve." Since local authorities have an unfettered discretion to vary and revoke their standing orders at any time I do not think that any action on my part is called for.
