asked the Secretary of State for Foreign Affairs under what convention reparations may be exacted from a conquered nation before peace has been declared.

There is no international convention governing this question. "Reparations" is the word customarily used to denote payments by the vanquished to the victor State after the termination of hostilities. They may be provided for in a treaty of peace or any other arrangement made to adjust the relations between the parties to a war.
