I think it should be possible for the needs of the workers to be met in many cases by works canteens. In addition Section 55 of the Licensing (Consolidation) Act, 1910, enables the justices in England and Wales to allow special hours to clubs and licensed premises serving workers employed in the immediate neighbourhood.
