§ 105. Mr. Skinnardasked the Minister of Education by what regulation a local education authority may refuse to meet the travelling expenses of, or alter natively, to provide transport facilities for, pupils it has admitted to a secondary modern school situated at a distance greater than three miles from their homes.
§ Mr. TomlinsonA local education authority has a duty under Section 55(1) of the Act, 1944, to make such arrangements for the provision of transport as are necessary to enable pupils to receive education suited to their age, ability and aptitude, and in so doing to have regard to the general principle laid down in Section 76 of the Act. An authority is not, however, under any general obligation to meet transport costs in the case of journeys to and from school which fall outside the scope of these arrangements.
