asked the Minister of Transport whether he will arrange that agricultural machinery and requisites are granted exemption from any embargoes placed upon goods traffic on the railways.

Mr. Callaghan

No. Embargoes are imposed to relieve congestion, and adding to the list of exemptions defeats this object. There is adequate machinery for securing quick acceptance of urgent consignments through embargoes.
