asked the President of the Board of Trade whether, he has considered the recommendation of the Committee on the Patents and Designs Acts that all patents in respect of State-owned or State-subsidised inventions should be treated as a public asset and vested in a single central body, capable of estimating the potential value of the inventions concerned and of taking the steps necessary for the development and use of the inventions in industry; and what action he proposes to take.

Yes. If time permits, I hope to be able to introduce a Bill during this Session to set up a body to be called the National Research and Development Corporation which will have essentially the functions recommended by the Patents Committee.
