asked the Minister of Education how far the Emergency Training Colleges for Teachers are understaffed; and what action is being taken to fill the vacancies and so relieve the other staff.

Emergency Training Colleges are generally well staffed. I know of only two cases, including the one to which my hon. Friend has drawn my attention, in which there has been any difficulty in filling vacancies reasonably quickly. Vacancies as they arise are filled by appointments made by the local authority concerned, with the assistance of the Ministry where this is needed.
