asked the Prime Minister if, in view of the fact that stars and medals earned by officers who have not lived to receive them will not be made or issued for some considerable time, he will consider issuing the appropriate ribbons to the legatees or next-of-kin entitled to receive them, forthwith, instead of delaying the issue till the stars and medals are available.

Ribbons are issued in advance of the respective Campaign Stars and Medals so that the recipients may always wear a mark of the awards when they are in uniform. That cannot apply to next-of-kin, and I do not think that the expenditure of time and labour which would be required to complete an advance issue to them of the ribbons would be justifiable.
