asked the Minister of Transport why a first-class railway carriage on the 10.24 a.m. train from Portsmouth to Waterloo on 17th October, occupied by four civilians, was marked "Not for Public Use; object of reservation O.H.M.S."

The compartment was reserved at the request of the Governor of His Majesty's Prison at Newport for a blind ex-prisoner and his escort. I understand that two other passengers joined the compartment between Portsmouth and Waterloo without the attendant raising an objection From the information in my possession, this reservation was not in accordance with standing instructions.
