§ 74. Sir J. Mellorasked the President of the Board of Trade if, with reference to the expression, "all other powers enabling," contained in S.R. & O., 1947, Nos. 240 and 241, respectively, he will identify the powers.
§ Mr. BelcherThe words "and of all other powers in that behalf enabling them" are included in Statutory Rules and Orders made by the Board of Trade to cover supplementary powers, express reference to which would not generally be helpful to the reader of the Order. In the particular cases to which the hon. Member refers, those words would cover first the power of my right hon. and learned Friend to make the Order for the Board of Trade, secondly, the power to vary a previous Order made under the Goods and Services (Price Control) Act, 1941, and thirdly, the power to define a description of goods for the purposes of the Order by reference to any circumstances. These powers are derived from Section 18 of, and the Second Schedule to, the Goods and Services (Price Control) Act, 1941, and Section 19 of the Prices of Goods Act, 1939.
