§ 65. Brigadier Lowasked the Secretary of State for the Colonies what Colonial Governments have instituted Government lotteries or Government loans to which a prize system is attached; whether any general instructions have been issued to Colonial Governments on this subject; and whether he favours this means of raising money for public purposes.
Mr. Creech JonesA Government lottery has been in operation in Malta for a good many years and one is to be introduced in Gibraltar. Premium bonds have been issued by the Governments of Palestine and Cyprus. No general instructions have been issued to Colonial Governments on this subject. I do not myself favour Government lotteries as an expedient of general application and where Colonial Governments can raise money on reasonable terms by straight loan I prefer that to premium loans. But I think each case should be considered on its merits in the light of local circumstances, including particularly, local opinion.
