§ Sir E. Graham-Littleasked the Secretary of State for Foreign Affairs whether His Majesty's Government will now publish, as a White Paper, the full text of the Secret Protocols of 23rd August and 28th September, 1939, to the treaty by which Germany agreed to the annexation by the U.S.S.R. of the Baltic States, Estonia, Latvia and Lithuania, since the terms of these protocols have already been partly disclosed.
§ Mr. MayhewNo, Sir. It was stated on 23rd January in reply to a Question by the hon. Member that the publication of captured documents was being undertaken jointly by His Majesty's Government and by the Government of the United States. Since then arrangements have been made for the French Government to be associated with the work of publication and they have nominated two distinguished152W French historians to share in the task of selecting and arranging the documents. In these circumstances it would be inappropriate to arrange for separate publication by His Majesty's Government of the documents referred to in the Question.
