Friend a copy of Circular 139 from which he will see that local education authorities have been directed to estimate the immediate and prospective needs of their areas with respect to county colleges and to prepare and submit their plans for county college provision concurrently with their schemes of further education. Until these schemes have been submitted and approved it is impossible to give a date for the compulsory attendance of young persons at county colleges
