asked the Minister of Education if he is aware that teachers holding posts of special responsibility are experiencing delay in receiving their proper allowances, as in a case submitted, of a London graduate; that the education officer concerned ascribes this delay to the action of the local authority; that in many cases payments due in March are not made until December; and why teachers do not receive their proper salary until the latter part of any financial year.

I am aware that in the case of the local education authority concerned there has been delay in the allocation for the year 1946–47 of posts carrying allowances. Their general scheme for the distribution of such posts for that year has not yet been submitted, but recent correspondence with the authority shows that it has been considered and they hope to forward it to my Department in the near future. The method of making payments to the teachers is a matter primarily for the local education authority concerned.
