asked the Secretary of State for Foreign Affairs whether, in view of the fact that the present terms of employment of Control Commission personnel, under which 28 days' notice can be given by either party, has resulted, and is resulting, in a lower standard of personnel in the Control Commission for Germany than would be the case if greater security were given, he will now reconsider these terms of employment with a view to giving greater security in future.

There is already in force a scheme of engagements for fixed periods coupled with a promise of compensation if a person is discharged before the end of his contract on grounds of redundancy. My right hon. Friend is considering the possibility of extending these arrangements. The size of the staff in Germany is, however, diminishing and there is necessarily a limit to what can be done in this direction.
