§ Miss WilkinsonI assume that my hon. Friend has in mind the major scholarships awarded by local education authorities. In 1945, authorities were advised to judge suitability for university scholarships on performance in the higher school certificate examination or another of equivalent standard, but not to exclude awards made on special grounds as, for example, distinction or high promise in some direction not normally tested by such an examination. In the revised schemes which have been submitted for my approval, these standards have been generally adopted.
