§ Mr. ShinwellThe loss in capacity of generating plant which is out of action on account of maintenance, repair, etc., at the present time is 14.7 per cent. of the total capacity compared with 5.7 per cent. in 1938. The loss due to unsuitable coal at the present time is calculated at 3 per cent.
