§ 46. Sir G. Foxasked the Chancellor of the Exchequer whether, in view of the fact that it is obligatory in law for all dog-owners to ensure that their dogs wear collars, he will give early consideration to a reduction of the present 100 per cent. purchase tax which is levied upon them and which imposes a heavy burden upon the poorer classes of the community.
