Graham-Littleasked the President of the Board of Trade why his Department has refused to Mr. Douglas Reed the small quota of paper granted to ex-Servicemen to start a publishing business, in view of his Department's ruling that this small quota could be granted to ex Servicemen who have sound experience of book publishing and wish to start a bona fide publishing business and of the fact that Mr. Douglas Reed saw service at the front in both wars; and if he will reconsider this decision.
