asked the Minister of Health why licences to private builders continue to be refused in the borough of Gosport by his Department, in view of the fact that the ratio of four to one by local authorities, as opposed to private builders has already been exceeded.

Mr. Bevan

I would refer the hon. Member to paragraph 26 of the White Paper on the 1947 Housing Programme. The over-riding consideration is the shortage of labour and materials but my Department has already written to the council suggesting arrangements for the issue of a limited number of further licences.
