The question of extending their rights so as to permit of the formation of new unions or their joining unregistered unions is one of the number of issues which have lately assumed considerable local political importance and is within the competence of the Ceylon Government. I have no doubt 'the matter will be determined by the first Parliament under the new Constitution.
