§ Mr. ShinwellThe permitted quantities are maximum quantities up to which consumers may buy without a licence if supplies are available, but, unfortunately, supplies have not been sufficient to deliver these quantities in full. The reduction in supplies to landsale merchants in North Staffordshire does no more than bring their supplies into line with those available generally to merchants supplied from this coalfield.
