A consumer has a right to choose a fresh coal merchant if the business of his licensed merchant is transferred to another owner. The grant of a transfer in other circumstances is at the discretion of the local fuel overseer but normally is granted only on change of residence or if there are special circumstances, such as seriously inadequate service due to causes within the control of the merchant.
