83. Mr. Bowden

asked the President of the Board of Trade if, in view of the need for increased exports, he will now permit firms who were not actually exporters in 1938–39 to obtain raw materials for export trade only, as the present practice prevents ex-Servicemen and other new firms from assisting in the export drive.

Mr. Belcher

We are anxious to do all we can to encourage new enterprise in the export field subject to due consideration of the needs of the home consumer and the availability of materials.

Conditions, however, vary according to the circumstances of each industry both as regards the total volume of exports and the possible contribution to be made by such firms. If my hon. Friend has any particular case in mind perhaps he would let me have further information.
