72. Mr. Medland

asked the Financial Secretary to the Treasury if his attention has been called to the hardship caused by his Department's refusal to reimburse travelling expenses and examination fees to candidates who took their examination prior to 29th July, 1946; that his Department has informed applicants who took the open reconstruction competition for the administrative class of the Civil Service that refusal to pay was due to the work it would entail and not the merit of the matter; and if he will now order the reimbursement of these expenses to such candidates.

I do not consider that any hardship has been inflicted. It was decided to apply the reforms announced by me on 26th July, 1946,. to future cases only, for the reason that a date had to be fixed for the change and that chosen was the appropriate one.
