§ Mr. BevinAccording to my information, the exchange of views between the Soviet and Norwegian Governments regarding Spitzbergen have been of an explanatory nature only and neither Government has suggested to the other signatories of the Treaty of 1920, as would of course be necessary, that its revision should be discussed.
