asked the Secretary of State for the Colonies if, in view of the serious state of affairs in Palestine. he will proclaim martial law and impose heavy communal fines on the inhabitants of areas in which acts of terrorism take place.

As I explained in my reply to the Debate on 31st January the maintenance of good order in Palestine has been left largely in the hands of those responsible for the administration. It will be for the High Commissioner to consider in consultation with the military authorities and in the light of events whether the situation calls for the introduction of military administration in any particular area. Communal fines have not so far been imposed.
