asked the President of the Board of Trade why he recently refused a licence for the building of a factory for making plastics in Scotland.

I am not aware of any case of a refusal of a licence to build a factory in Scotland for making plastics. If my hon. Friend would let me have particulars of the case he has in mind, I will have further inquiries made and write to him.
