asked the Minister of Food why a manual worker's bread ration is made available to works and factory cleaners engaged on production processes and in cleaning accumulated waste and not to other cleaners who have to work at night and have no means of getting meals during working hours.

Mr. Strachey

The issue of the special bread ration is based on the type of work done, not on hours of work. Those cleaners who receive additional coupons perform especially heavy work which is essential to the maintenance of production in the industries concerned.
