Mr. Beswick

asked the President of the Board of Trade (1) to what publishers, and in respect of what new publications, licences have been granted under the Control of Paper No. 70 Order, since present regulations regarding new publications came into force;

(2) If he will specify the exceptional circumstances which must obtain before a licence under the Control of Paper No. 70 Order is granted for the publication of a new periodical.

Applications for licences are considered on their merits but no licence is given where the field is already covered by existing journals; in other cases, the views of the Department concerned with the subject matter of the proposed publication are obtained and licences may be granted on their advice, where the proposed publication would fulfil a function which is necessary to the successful implementation of that Department's work and would not involve the issue of further licences to subsequent applicants in the same or associated fields.

I append a list of the licences which have been issued authorising the publicacation of new newspapers and periodicals using more than 8 cwt. of paper in 4 months since the Control of Paper (No. 70) Order came into force in November, 1945.
