§ Mr. F. Noel-Bakerasked the Chancellor of the Exchequer under what conditions British students enrolled at Universities overseas, but not receiving a scholarship award either from a British authority or from any authority in the overseas country concerned, are allowed to purchase foreign exchange.
§ Sir S. CrippsIt their enrolment has been approved their reasonable exchange requirements are made available through their bank.
§ Mr. F. Noel-Bakerasked the Chancellor of the Exchequer whether British students enrolled at universities overseas, and receiving a scholarship from them or from other bodies in the country concerned, are allowed to purchase additional foreign currency as a necessary supplement to the scholarship.
§ Sir S. CrippsYes, if necessary.
§ Mr. F. Noel-Bakerasked the Chancellor of the Exchequer whether, in view of present currency restrictions, there is any objection to the arrangement of exchanges of students between individual educational institutions in this country and overseas; and whether students going overseas under such exchange arrangements are allowed to purchase foreign currency for the purpose.
§ Sir S. CrippsThese exchanges require Treasury permission under the Exchange Control Act, 1947. While I am prepared to sanction educational exchanges for young students under arrangements approved by the Ministry of Education, I cannot at present indicate what facilities it may be possible to provide for older students or other groups.
