asked the Minister of Labour how many men and women, respectively, were registered as unemployed at the Edinburgh and Leith employment exchanges in August, 1938, August, 1945, and at the latest date for which figures are available.

The following table shows the numbers of insured persons registered as unemployed at employment exchanges in Edinburgh and Leith at the dates specified:

I regret, however, that I am unable to vary my previous decision. The object of the Vocational Training Scheme is to assist men and women who are in need of a course of training in order to obtain suitable employment. Mr. Mainland was not considered to be in need of training in order to secure suitable employment. Financial assistance under the scheme could not therefore be provided.
