asked the President of the Board of Trade whether he will alter the regulations to allow new footwear to be sent as presents to individuals in Germany and Austria if the donors give up their own coupons for them.

I am afraid that present supplies of new footwear are not sufficient to permit arrangements on the lines suggested by my hon. Friend; but applications for export licences will be considered for small gifts to any destination.
