asked the Secretary of State for Foreign Affairs what steps have been taken to set up an international organisation to review progress under the Marshall Plan as recommended in paragraph 113 of the Committee of European Economic Co-operation.

The relevant portion of this paragraph reads as followsThe Committee believes that if means for carrying out the programme are made available, a joint organisation to review the progress achieved in the execution of the programme will be necessary. The participating Governments declare themselves ready in this event to set up such an Organisation by mutual agreement. From this it is clear that the participating Governments are not in a position, at the present time, to take steps to set up the Organisation contemplated in the Report. My right hon. Friend hopes to be able to make a further statement on this subject in due course.
