asked His Majesty's Government whether proceedings can be taken against a civilian driver of a Service vehicle, to which the Motor Vehicles Variation of Speed Limit Regulations, 1947, apply, for exceeding the appropriate Service speed limit for vehicles on roads outside the 30 m.p.h. areas.

Legal proceedings can be taken in respect of dangerous or careless driving, but not for exceeding a speed limit imposed by a Service Department in respect of a vehicle exempted by the Regulations from compliance with the limits specified in the First Schedule to the Road Traffic Act. Civilian drivers of Service vehicles are subject to disciplinary action by the Commanding Officer or head of establishment if they disregard speed limits imposed by the Service Departments. This may result in suspension, transfer to other duties, or discharge.
