§ Mr. H. WilsonI am glad to say that it has now been agreed to resume forthwith the trade negotiations which were suspended last July. I accordingly propose to leave for Moscow tomorrow to open the resumed discussions, and hope to return early next week, if necessary leaving a team in Moscow to continue the negotiations.
