The Three Powers are anxious to assist the Polish Provisional Government in facilitating the return to Poland as soon as practicable of all Poles abroad who wish to go, including members of the Polish armed forces and Merchant Marine.The execution of this provision, so far as Poles in Russia are concerned, is necessarily a matter for discussion between the Polish and Soviet Governments, and I have no official information on the subject of its application to any particular categories of Poles.
