asked the President of the Board of Trade whether he is aware that Shoreditch employment exchange is refusing to forward industrial clothing coupons through the post and insists on the attendance of an employer's representative to collect them; and whether this procedure is adopted on his instructions.

I am informed that the manager in this case suggested, but did not insist, that employers should collect the coupons from the exchange because of rather frequent losses which had occurred in transit. In matters of this kind, I feel that the manager must be allowed to exercise his discretion and he appears to have done so reasonably.
