§ Mr. Glenvil HallI am grateful to the hon. and gallant Gentleman for giving me this opportunity of announcing a change in the proposed date for the commencement of the Act. The Government now propose that the date should be 1st January, which it has always been recognised, is most convenient from the point of view of the public. The technical difficulties which were thought to make it necessary to choose, instead, the beginning of a Parliamentary Session have now been overcome.
