§ Mr. BellengerWhen a letter from a serving soldier is forwarded to me by a Member of Parliament it is, of course, usually necessary that the letter should be seen by those who are responsible for investigating the matter raised. Where the investigation requires reference outside the War Office an extract from the soldier's letter may in appropriate cases be sent to the formation concerned, but only the essential parts of the letter are extracted and the soldier's name is not disclosed unless this is absolutely necessary for the investigation of the complaint.
