asked His Majesty's Government, whether a person employed under the Crown is precluded, in view of Treasury Letter TC 5/28 dated March 13, 1928, from making any public comment on legislative or administrative policy, even if in doing so he makes no reference to his being a civil servant or to matters with which the Department employing him is officially concerned.

The LORD CHANCELLOR (Viscount Jowitt)

His Majesty's Government would regard as improper any public comment by a civil servant on policy for which a Minister—whether of his own or of some other Department—was responsible. They would not regard it as sufficient for the civil servant to rely on not being known to be a civil servant.
