86. Mr. Harold Davies

asked the Secretary of State for the Colonies whether he will give details of the proposed new Constitution for the Seychelles and how local discussions of the proposals are to be carried out.

I regret that I am not yet in a position to give full details of the proposed changes in the Seychelles Constitution but hope that it may shortly be possible for the Governor to place a detailed summary of them before the Legislative Council. As regards the second part of the Question, no decision will be taken on any of the proposals until I have received the recommendations of the Governor who intends to seek the views of the public generally on such proposals before making his final recommendations to me.
