asked the Secretary of State for the Colonies why only two United Kingdom scholarships have been granted for Uganda, one for Kenya and one for Tanganyika; and what steps are being taken to secure that more scholarships will be granted with particular consideration of those students at Makerere College who matriculate.

The most recent figures of United Kingdom scholarships show that two such scholarships have been granted to Africans from Tanganyika. The numbers of East African students are small but in the exceptional circumstances regarding accommodation at the universities in this country this year, it was necessary to inform Colonial Governments that the number of students for whom places could be found in 1946–47 entry would inevitably be extremely limited.

With regard to the second part of the Question, students who have matriculated at Makerere College would normally attend the higher courses of instruction at that college. As my hon. Friend is aware, plans are afoot to develop Makerere towards university status, but I am hoping that increasing numbers of students from East Africa will come to the United Kingdom for further study after they have passed through the college.
