asked the Secretary of State for the Colonies whether his Department is recognising the right of all civil servants to refuse vaccination and inoculation wherever they may be employed.

So far as this matter is within the control of my Department, the answer is in the affirmative. It will of course be understood that Colonial civil servants are in the service of the Colonial Governments and are subject to the local regulations of those Governments.
