§ Mr. StracheyThe number is not known, but it is estimated that it fluctuates around 3,000; for the most part they are very small bakers engaged in other business apart from the production and sale of bread. Bakers who do not claim subsidy are not required to submit periodical returns of bread production, and the amount of subsidy unclaimed is, therefore, not known, but it is thought to be a comparatively insignificant amount.
