§ Mr. A. HendersonThe deadlock to which my hon. Friend refers was caused by the unprecedented situation that had arisen in the Sind Legislative Assembly, which was without a Speaker or a Deputy-Speaker, or anyone willing to perform the duties of Speaker. The Governor thereupon decided to dissolve the Assembly. In reaching this decision the Governor was also influenced by the impossibility of finding a stable ministry, with the Assembly as then constituted, and by the failure of repeated attempts to form a Coalition Government which would include both the Congress and Muslim League Parties.
