asked the Undersecretary of State for India, what steps are being taken by the Governor to deal with' the political deadlock in the Sind legislature.

The deadlock to which my hon. Friend refers was caused by the unprecedented situation that had arisen in the Sind Legislative Assembly, which was without a Speaker or a Deputy-Speaker, or anyone willing to perform the duties of Speaker. The Governor thereupon decided to dissolve the Assembly. In reaching this decision the Governor was also influenced by the impossibility of finding a stable ministry, with the Assembly as then constituted, and by the failure of repeated attempts to form a Coalition Government which would include both the Congress and Muslim League Parties.
